Do you see iPhoto in the "Purchased" tab of the AppStore on your Mac desktop? Or in  the "Accept" portion of the "Purchased" tab? On your new Desktop computer sign into the AppStore with the AppleID you use for all your purchases, then "Accept" the iLife Apps, if you have not already done so , then launch the AppStore on your Mac Mini with the same AppleID.  Relaunch the "Purchased" tab by pressing "Cmnd-R". Do you now see iPhoto among your purchases? You should see it ready for "Install", provided, your iMac has been upgraded to the same MacOS X version as on your Desktop computer.
