Ipad problems!

Hi! My ipad 2 cannot detect the cellular data services. Keep on displaying Searching and at the end of it, it will ask me to restore my ipad. Even after i restored same thing happened. And after i restored i will have difficulties activating my ipad. Please assist. Thank you.
