How do I open up "Remote" within iTunes so that I can put in the 4 digit code?
I can't seem to find "Remote" anywhere within the menus.
iPhone 5, iOS 7.0.4
Turn on HomeSharing in iTunes.
There is no need for a code.

Because iTunes on the computer you are trying to connect with is version 9.2.1 or earlier.
It ended up being that my work computer is on a wired network and my phone was on the wifi. It worked beautifully when I got home.
