My iPhone 4 Version 7.0.4 Model MD198HN/A has no provision for enabling MMS in the settings. So I am unable to send photos through MMS. What is to be done?

Via Message? You've probably already tried the camera icon in the lower left corner of the display to send the photo, so what happens when you try to send that photo?

FWIW, Messages will try to use your data plan to send messages where it can and avoid the charges involved with most SMS and MMS plans, and will use SMS or MMS where it determines that's the available path.

Here are the troubleshooting details.for SMS, MMS and Messages (formerly iMessage), and details on cellular-level communications and updating your routing if you're on Verizon,

Yes my carrier has activated MMS for my phone. When I selected a photo and clicked on send then a dialogue appears: MMS has to be enabled. But there is no provision to enable the MMS in the settings of my phone. Under SMS/MMS there are only two enabling facility, namely, Show Subjetc Feild and Character Count. There is no facility to enable the MMS. What is to be done?
