Safari 7 doesn't restore tabs when closed and clicking on link

I don't know if it's just me, but on both my Macs running Mavericks, Safari 7 does not restore tabs when closed clicking on a link. I will explain it better.

Say I have four tabs open during the session and I close Safari.

If I then reopen Safari clicking on the icon, the tabs are restored correctly. Instead, if I open back Safari clicking on a link in Apple Mail, Tweetbot or whatever, Safari opens the link, ditching all previously open tabs. This is so annoying I want to kill someone everytime it happens.

Is anybody else experiencing this? Is this a known bug already reported to Apple? Any workarounds?

Thanks.

MacBook Pro (Retina, 13-inch, Late 2012), OS X Mavericks (10.9)
