I am having to restart mini mac and unplugging/plugging in the usb mouse to activate the mouse. Any support/answers to activate the mouse?
Mac mini, OS X Mountain Lion (10.8.2)
Reset PRAM.
Shut it down completely.
Holding the Cmd+Opt+P+R keys, press the power button.
Listen for the "startup chime" to sound three times and release the keys.

Unfortunately, I do not have the Apple keyboard to follow your suggestion to reset PRAM.
I have a Dell keyboard with numerical keypad on it. What keys on non-apple keypad should I hold/press?

Instead of Command, use the Start button, as the Command key on Windows keyboards is just a different-looking Command key.
Instead of Option, use Alt.
