Q: How can I gift money in my account to someone?

I have money in my account I would like to gift some of that money to someone I try and I can't get to send

iPad, iOS 7

    If this money is from an iTunes Gift card... you cannot Gift it.

    Can you use that money to gift songs to your current iTunes account?  I have a $23 balance from an old iTunes account and I was gifting songs to my current one with that iTunes credit, or so I thought. It keeps saying its charging my card and my iTunes balance is staying the same. When I removed my credit card it wouldn't let me gift.  I'm certain I have the money, I haven't used this acct for 2 years.
