iphone 4 ios7 dropping calls going straight to voicemail

After months of frustration in dealing with missed or blocked calls going straight to voicemail since downloading ios7, my IT brother and I found the problem.

We tested it and voila it works!!! No more missed calls!!! It seems that when the iphone is locked all calls and alerts will be silenced. My brother thinks that
