If I brush machine, create a new ID, can use I work?

If you mean buy and activate a new iOS device that is iOS 7 compatible then you should be able to download the Pages, Numbers and Keynote apps for free - you shouldn't need to create a new iTunes account, though you may need to log out and back into your account on your new deivce for them to show as free in the store
