iTunes purchases

i have recently moved from the United Arab Emirates (UAE) to the USA so i changed my loction that is associated with my apple id to USA.

after a while I have bought some songs and apps from the app store in the USA but when i try to download a song or an app i purchased in the UAE store it doesnt show up so i switch back and forth depending on what app I want I have them all downloaded on my HDD but i sometimes need to download an app that i have already bought but i dont have access to my files so again i have to switch stores on my device!!!

so my question is

is the a way to merge the purchases in one place but to show up in the cloud?
