App store download older version of app instead of latest

My app has been updated in app store from v1.1.1 to v1.2 on Dec 11 2013.

Following image is app store update view capture of 4 devices, they are using the same apple ID and not sign in iCloud. you can see that three devices show version 1.2 and one device shows v1.1.1. The top 2 devices download v1.2, but the bottom devices download v1.1.1. Why app store is not downloading the latest version app to all devices? Why some devices show v1.2 in app store update view, some show v1.1.1?

I guess that the app was updated for iOS 7 (your iPod 5 with the latest software update) and also for devices which running an older iOS versions (iOS 5, or 6).

This could happen, if features for iOS 7 devices were already added to version 1.1.1 (iOS 7) and then later also added for older iOS versions. (v. 1.2) or if the developer decided to do it the other way arround, and first added the new features for older devices and maybe then sometime later also for iOS 7.

The app is never updated for my ipod 5 with iOS 7.0.4. Everytime I remove the app and re-download it from app store, it is always older version (v1.1.1) instead of latest version (v1.2).

How does your app look like if you open it? Is it already optimized for iOS 7?

The app v1.2 is already optimized for iOS7, it works fine in other iOS7 devices.

One more issue is that if I delete and re-install the app in my ipod 5, its status becomes "update" in app store immediately and inform me update to v1.2. I don't want to update it because I may not reproduce this problem after update.
