Weather app missing from new iPad Air

Once the dust settled on the setup of my new iPad Air (my first iPad) I find that the Apple supplied "Weather" app is nowhere to be found. I assume this app comes pre-installed along with stock apps like Clock, Music, Videos - etc.

I cannot find it on my list of apps on iTunes or in the App store. Where can I find it and reinstall it?

As an option, I' guessing I could reset the iPad to the factory defaults and then apply the back up of my custom configuration and apps?

Any suggestions would be appreciated.

IIf weather is not on the device, why is there a weather update in my Notification Center today summary. More importantly, I am unable to delete the weather notification from the today summary, and I have no weather app on my device? How do you get rid of it?

There is no standalone weather app on an iPad. That doesn't mean there isn't weather in the notification center. It is part of the Today Summary. Swipe all the way to the bottom of the Today panel in the Notification Center. Tap Edit. Tap the red minus sign next to "Today Summary".
