iCloud time zones out by an hour

I live in Cape Town, recently upgraded Mavericks, got access to iCloud. Now when I send an invite from iCal to anyone on a PC the appointment starts an hour earlier in their calendar. Checked all timezone settings on my Mac & iCloud, all are correct. Any ideas on how I correct it without having to pretend that I live in another city and continually having to adjust my timezone so that the appointment time reflects correctly in the recipients calendar?

Hi David,

Thanks for your help!

I have the "Turn on time zone support" ticked on the iCal>Preferences>Advanced, and I also have "set time zone automatically using current location" ticked on the System Preferences>Date and Time>Time Zone. Should these not be ticked?

My problem with turning the "Turn on time zone support" function off in iCal is that I need to send invites throgh to people who are in differnt time zones and the only way that this is possible seems to be to leave this box ticked, otherwise iCal doesn't have an option of selecting their time zone for the invite.
