I cannot quit mail. The control in the drop down is inactive?

I cannot "quit mail" ... the Quit Mail is not highlighted in the drop down. Can anyone tell me what to do?

MacBook Pro, Mac OS 9.0.x

Try a force quit

OPTION COMMAND ESC

Select Mail from the menu and click force quit
