You cannot turn off dictation only in iTunes. Dictation is either on or off for your entire machine at any time.
To turn it off, go to System Preferences > Dictation & Speech and click the "Off" button there.
It is not working....I can't stand it!!!!
"Not working" may describe the situation from your perspective but it does not provide material for us to help you with a resolution. For all we know it could be your keyboard is not plugged in. 🙂
Presuming your are exactly following the directions provided earlier have you restarted the computer and tried?

What exactly is happening?
Dictation is where you speak and it is converted to text (lin in the search box).
Perhaps you mean you have VoiceOver on.
Press & hold Home and tell Siri, Turn off Voiceover.
