My nephew lost the paired Apple TV remote and now I can't pair a new one with it. How do I unpair the lost remote without pairing another remote?

Hold the remote close to and pointed at the Apple TV, hold down the menu and Rewind buttons together for 6 seconds or until you see a broken chain icon on screen.
I tried that. The apple TV just blinks at me a lot. I can't get the apple tv to work with the another remote so how do I get to a menu so that I can unpair the lost remote when no remote will work with the apple TV?
