Itunes Match is not working for Windows 8.1

I recently purchased ITunes Match on my previous laptop. I got a new Windows 8 laptop and tried to add the ITunes Match onto it, but every time I try to access the ITunes Match page my computer says that ITunes has stopped working and it forces me to close it. Is this an iTunes issue or a windows issue?
