Numbers doesn't install after reset on iPad 1 ios 5.1.1

After a complete reset (erase all content and settings) of my iPad 1, "Numbers" has not installed back from the backup copy. I can see it on the Applications tab in iTunes, but even when I hit "install" there, it does not install again.

iPad 1 16GB (ios 5.1.1), iTunes 11.1.3.8, Windows XP SP3.
