My iPhone 4S doesn't go to sleep mode ever. What's wrong with it?
Even when I get a notification the screen doesn't go back to sleep mode and it drains my battery. Auto-Lock is set to 1 minute and it still stays on.

A reset may help. Tap and hold the Home button and the On/Off buttons for approximately 10-15 seconds, until the Apple logo reappears. When the logo appears, release both buttons.
No content is affected by this procedure.
Try resetting the iPhone to see if this cures the problem,
Reset your iPhone by pressing the 'Sleep' and 'Home' button at the same time for about 15 seconds or so. Your iPhone will then go through a reset / reboot procedure and will be ready for use within about a minute.
Don't worry about doing this as you will not lose data or settings.

Also, see if you have any Apps running which would stop it from 'sleeping'.
Press the Home button twice quickly and you will see a list of Apps which are running in the background.
Close each one in turn by moving the display for that App's page upwards (this shuts it down).
Try shutting them all down to see if it now goes to sleep okay.
