When I go to network and attempt to find wireless there is no option to join a wifi network at all. My only 2 options are to hit Ethernet or test network. I have wifi and my phone is connected as I type this.
Any help?

Are you leaving the ethernet cable plugged in ?
Or are you trying this with wireless only ?
If you have an ethernet cable plugged in, unplug it and see if the wireless option shows up so you can join it wirelessly.
It is unplugged
Then I would unplug the Apple TV for about a minute and then plug it back into the wall outlet.
Leave the ethernet cable unplugged and see if you have a choice of your wireless network.
That didn't work either. I have tried the Ethernet and it works on the tv but not the Apple TV. That is why I am trying to get the wifi to work. I can not get it to connect to the internet any way possible. I tried to reset and restore. Is my only option to plug it into my computer to try to restore to factory settings?
Worth a try at this point.
You will need a micro-USB cable that many cameras come with.
