Why can't I Resize photos for wallpaper

When I try to use a picture for a wallpaper it zooms in too much and blurs the image and cuts off important people or parts of my pictures. How do I stop this?

iPad, iOS 7.0.4

This does not help. I have personal pictures I would like to use as wallpaper but as stated in my original question which I try to make it a wallpaper it automatically zooms in too much and cuts off parts of my photos that I want in the wallpaper. Anyone have any other suggestions?? This has only happened since the newest upgrade for IPad.
