If it's still in your country's store then you can redownload it via the Purchased tab in the App Store app on your device (if it's compatible with it), and the Purchased link under Quicklinks on the right-hand side of the iTunes store homepage on your computer's iTunes. If it doesn't show there and it's still in your store and you haven't changed countries since buying it, then check to see if it's hidden from Purchased : http://support.apple.com/kb/HT4919
If it's no longer in your country's store then you won't be able to redownload it, you will need to resync it to your device from your copy on your computer's iTunes or your backup of your downloads.
