it says on ipad safari can't connect the server is not responding.

I have this same problem and it's on my new iPad mini 4. So frustrating as my iPhone works so why not the iPad. I have reset the network settings and still no luck. I think I will have to take it back to the shop because I've tried everything that I know of.
I've tried reset and clearing history etc without any luck.
So I went to Settings/ General/Date and Time and then take off "Set Automatically". When I did that I found that my time zone was "Sydney" and the date and time was wrong too. So I've corrected it to show London, UK and the correct date and time and hey presto, Safari now works without "server not responding" message coming up!!

1. Turn router off for 30 seconds and on again
2. Settings>General>Reset>Reset Network Settings
Perhaps the server that sends the site you are trying to visit is in fact down. This happens sometimes.
Can you see that we page using a different device or computer?
Maybe your server isn't connected to the internet. Check your hotspot
