When I touch Video in iPad2 camera nothing happens

Question

Trying to record videos using iPad2 camera. It defaults to Photo. When I touch Video, nothing changes and it remains on Photo.

iPad (3rd gen) Wi-Fi, iOS 5, iOS 6

Said in another way, put your finger on the screen and pull the photo down till video lights up. Press the red button to record.
