You can't download it, Saudi Arabia doesn't allow FaceTime on devices sold in the country - and as it's blocked by the serial number it can't be installed, including via iOS updates.
You can use Skype or Google Hangouts as an alternative.

Sorry, there is nothing you nor we can do to get you FaceTime.
The Saudi government doesn't allow FaceTime on devices sold in their country. And no, there is no way to install it - it's blocked by the serial number of the device.
