Recent installed ios7. Lost location services. They are on in settings an safari. Use google as a search eng. any suggestions?

There is probably no fix to make. WiFi iPads do not contain a GPS chip, only cellular models do. Your location is based on a geo-database of WiFi hotspots. If your hotspot is not located in the database, the iPad cannot locate you. Eventually it will, but it can take time. If you log into public hotspots around you, it may speed things up.
