Actually, businesses often favor the lowest capacity 16 GB models because there is hardly anything left for the music, videos, and games many people want for personal use. That probably explains the reason the rather dated 16 GB iPad 2 is still sold.
I agree 32 GB should be the minimum for an iPad if entertainment or additional apps are even minor considerations, and even that isn't enough for those with fairly modest entertainment needs. 64 GB should be more than adequate, but if money isn't a major consideration the highest capacity iPad Air would be my first choice.
