Why wont my Ipad Charge Via USB and Outlet?

Sorry to bother any of you, but my ipad, for 2 days now, won't charge. Trust me, my outlets are normal and work great, and we dont leave the house before unplugging the tvs. Our computer is a acer that we bought last year. Now my ipad is dead and when it wias plugged the "Not Charging" wasnt even on. I directly bought my ipad 2- 11-27-13 and it works perfectly. I have taken perfect care of it and i checked the usb cord and outlet conecter and it all looks fine. Help? I have special stuff i need to take care of before christmas set on my ipad, not my computer. HELP???
