Please advise how to get free Pages download on new iPad Air.

Try logging out of your account on your iPad by tapping on your id at the bottom of the Featured tab in the App Store app and then log back in and see if those apps then show as free.
I am unable to download Pages or other iWorks components (free) on my newly purchased IPad Air. They want payment info when you try despite a previous answer to a query saying otherwise.
