i want to see if i can get a back camera installed for my ipod 5th gen it is 16g even if i have to pay or can i upgrade some way to one that has a back camera or get it for a cheaper price?

I had to upgrade to a iPod6 gen to have a back camera and did not want to waste my money on getting a new camera installed or just getting a new iPod 5 gen so you should upgrade to the iPod 6 gen or a iPhone 5s for the same $200 as the iPod 6
No one is going to install any type of hardware on an iDevice.

Just purchase a new iPod Touch 6th generation.
This will be a much more powerful and feature rich device than your 4 year old 5th gen iPod Touch.
The 6th gen iPod Touch is a really great device.
Apple did a good job with giving the iPod Touch 6th gen specs that are nearly on par with an iPhone 6.
You cannot get it installed.
Sell your 16 GB model and buy the 32 GB model.
