my iphone 5 was stolen. i thought that i had find my i phone app turned on but i guess i did not. can i do anything to locate my phone?

The day after my phone got snatched, this guy call my other phone and says he has my phone, that he works for apple customer care and thsat if i would give him my passcode then he would be able to return my phone. I didn't give it to him. pretty bold move though.

iPhone 5s, iOS 7.0.2

It sounds as though you do have find my phone enabled or they wouldn't be asking for your password.

You can only locate it though if they turn it on and connect to a network.
