Q: No personal hotspot

My service provider is Net10 wireless and when I need to turn my hotspot on, it does not appear in the settings. I go to Settings - Cellular, but it does not appear there. Am I going to the wrong place or does my service not include that?

iPhone 4S, iOS 7.0.4

Verify that your carrier supports Personal Hotspot for your device and that you have Personal Hotspot enabled on your cellular plan:
