Ipod ios bug?

I have a big problem... ive seen several other people with similar problems. but not to the extent that i have.

1) some sections of settings are unavalible like icloud and other important stuff (my only backup is on icloud and it is old- need new backup)

2) cant update apps and ssome apps take several minutes to load/ dont load at all (other people can still use the app)

3) cant access photos or photostream

4) cant delete any apps. if i try to... my ipod does not respond to anything for several minutes. then it powers off on its own. ( can turn on)

5) resetting to factory setting does not help at all...

this is my third set of problems on this ipod alone. every time i get a new ipod i have a string of issues for about 2-3 months.

any help would be wonderfull.
