Q: Cannot see Dock or Menu Bar on External Display (Multiple Displays on Mavericks)

Hello. I own a Mid 2012 13-inch MacBook Pro and a Samsung Monitor as well. I have installed Mavericks on my computer and would like to use the Multiple Displays feature. So I would like to have something like this: Safari open on MacBook Pro and then TextEdit open on my Samsung display. I would like each display to have their own dock and Menu Bar. I have connected my Mac and Display through a VGA adapter but I dont see a seperate dock or menubar on the Samsung Display. Is there any simple way or tutorial on how can I have a dock and Menu Bar on both displays?
