That would be up to whicher scanner you choose. The manufacturer would determine which iPad or iPhone versions or IOS versions their device supports.
The Square scanner from the Apple Online store only needs iOS 5. So pretty much any model of iPad should support it.

- iOS 5.0 or later
- Square app; free download from App Store in iTunes

If there is no WiFi available, yes you would. It is possible some apps would store the information locally, but an internet connection is required to verify the card. If you do not have access to WiFi, you would need a cellular signal.

Any Cellular model should work. So either a Mini, an iPad 2 or 4, or an Air with Cellualr should function.
