settings - general - reset - reset network settings..

other basic troublsehooting tips, restart, reset, restore.

nothing works including software restore.

is there any way to enter safe mode?

i tried pressing volume up while booting and it did not work.

There is no safe mode for iphone.

if a restore doesn't help, then I suggest you make an appointment with the genius bar and take the phone into apple.
