If you had find my iphone enabled in icloud, you can log into icloud.com and locate your ipad.

I have set up find my iphone a while ago. But this person may not have. Is there a way to set it up over the iCloud so this person can locate it?

No. If you hadn't set up Find My iPad before it was stolen, there's no way to do it after.

no. It must be enabled on the device itself.

What do you mean can't locate, - its not showing up as a device on when you log into icloud or is it showing offline?

That means the ipad is powered off. no way to track it, not unless it powers back up again and is connected to data.

It is either powered off, or not connected to the internet (hence "offline"). Not much you can do about that.

Yes if it powered back on and connected to data, as I stated in my earlier response.

If the iPad was running iOS 7, the thief/finder will not ever be able to use it.

Apple (and no one else) can not assist (with serial number or iCloud) in finding a lost or stolen iPad.

Report to police along with serial number. Change all your passwords.
