iTunes Monthly Gift?

I'm planning to send my niece a monthly allowance that she could use on her iPhone and iPad but my Apple ID account is registered here in the Philippines (since I'm from here) but she's in the US and her apple ID is also registered in the US iTunes.

I tried opening my iTunes to set up the iTunes Monthly Gift but it says "Recipients must have an Apple ID for use in the Philippine store".... so I was wondering if she could possibly use the money I will be sending her monthly to use in her US registered account?
