im 17 years old. Can i use my payment card at this age to buy stuff from itunes?

I don't see why not providing you have established an account that meets Apple requirements in terms of residential / billing address with an acceptable card supported by a bank.

The law for using cards varies from country to country so I would imagine the legitimacy of its use will be established by Apple"s authorisation test.
