Apple ID cannot be used to unlock this phone

I reset my phone but it now won't let me reactivate it. I am the original owner on this phone so I know that my AppleID is the only one. I have logged in to icloud and verified my AppleID name and password are correct.

I even connected to itunes to try and activiate my phone and I keep getting the same error on the screeen. That my Apple ID cannot be used to unlock this phone. I have attached a screenshot to show the error I am getting. The iphone that the error says the phone is linked to is the one I am trying to use! Help!

Also wanted to add that I have tried the FindMyPhone feature and when I enter in my AppleID, it says no devices are linked to that ID.

Then something is amiss. Are you sure Your Apple ID was used to Activate the iPhone...?

The Apple ID and Password that was Originally used to Activate the iDevice is required.
