Correct, as Siri is not available on the iPad 2.
I have a second iPad 2 on which Siri works perfectly...
Apple seems to think otherwise.

Whats the model number of this "iPad 2" that has Siri on it? Look on the back of the iPad for the model number (you may need a magnifier) and post it here. We can verify exactly what kind of iPad it is. If it's *verified* as having Siri on it, it's an iPad 3.
They are the exact same model, memory and purchase date. The only difference is the one on which Siri works, was updated to 7.0.4 from an older iOS.

And what model would that be? Please post the Model numbers.
the Second Generation iPad or iPad 2 has never supported Siri.
If they are both the same and one has it, then they are at least a Third Generation iPad or iPad 3.
If they are both infact 3rd Generation iPads, you can go to Settings->General->Siri and make sure its on.
Just to make sure, is the Siri on the iPad that works an actual App icon or do you get to it by holding down the Home button?

Yes, they are the same model
Make sure its not restricted under Settings->General->Restrictions->Siri. Turn it on.
Then they are BOTH iPad 3rd generation.
Check settings to see if Siri is turned off.

I'll go back through the menus again to make certain, but I didn't see any reference to Siri...
Check if Siri is enabled under:
Settings>General>Siri
