The safari background at the top of the page has changed to a charcoal color and the download progress bar has changed from blue to white. How can I change it back? Thanks

You have Private Browsing turned on.

Tap on the blue + sign in the upper right corner of the Safari toolbar to open a new tab. Look in the lower left corner of the screen for the word "Private". Tap on that to disable private browsing and go back to the normal color of the toolbar.

I have the same issue, I get the white text on black in Safari title bar, I am using OS 7.1 on an iPad 2. But when I go to Settings >Safari, there is NO Private Browsing option. What can I do to get back my white background? I can't now read my tab titles at all.

When I do that, all I get is another tab, there's no Private nor anything else at lower left.

Anyhow, I found another workaround, in Settings>General>Restrictions>Websites>Limit Adult Content. Somehow that fixed it.

The private option isn't in settings. It is on the Safari page, first tap the + sign in the upper right corner, then tap private in the lower left corner.

Glad to hear you found a workaround. Another place to look is if you have the keyboard up the word private should be above the letter Q.
