I keep getting annoying notifications like "skype needs your attention" when it's just opening and "your battery is low, plug in your computer" that are spoken and really distracting. HOW CAN I TURN THIS OFF? I know it's not voiceover- I already tried that.

If System Preferences > Accessibility > Enable VoiceOver is "Off", which is what I think you are saying, then ...
Check System Preferences > Dictation & Speech > Text to Speech (tab) > Announce when alerts are displayed ...
make sure it is not checked.
System Preferences>Notifications>Turn on Do Not Disturb.

This turned off notifications like skype messages but the annoying voice is still there

Thanks for mentioning the Text to Speech tab, unchecking that box did the trick! Do not disturb might work, but I think it's really a bit overkill.
