I have a new Ipad with wi-fi + cellular on AT&T. If I enable the personal hotspot, will my husbands verizon Iphone be able to use my hotspot for wi-fi or is it only available to AT&T phones?

No. Any Wifi enabled device will be able to connect to the Wifi Hotspot provided by your iPad. There is no limitation
