My iPod touch 4th gen is stuck on a screen that has the USB import with an arrow pointing to an iTunes sign and it has been like this for 4 days. HELP ME

My iPod touch 4th generation is having some of the same issues of other iPods of other types withought touch screen are having, where it has a screen where the USB plug-in has an arrow pointed to the iTunes emblem. If there is anything specific we can do without reseting it entirely it'd be great to know. It is not allowing me to unlock it or do anything. Sometimes it looks like the problem has faded away, but it just reoccurs.
