Unfortunately, it sounds like the RAM banks have gone bad. That's a logicboard replacement in order.

Whatever you did reseating the RAM didn't work, and actually hastened its demise. I don't know what you mean by beepx3, but the three beeps are what says the banks don't work. When you reseat RAM, always protect the board from static electricity. Ground yourself before touching RAM modules or any portion of the board. Or get an anti-static wristband which you can get from most RAM vendors. At this point not much you can do about it except replace the machine and move the hard drive out.
If you get another Powerbook, make sure it is the same or newer, but not newer than the operating system installed.
Do not confuse MacBooks of any model, as they will not run Powerbook operating systems. Use Wikipedia and http://www.everymac.com to determine the age of the machines.
