On my ipad using 7.0.4 I am Trying to acccept Terms and Conditions when I tap it a pop up appears stating Unable to connecet to server
I have Wi-Fi and it is working I can get on iTunes Friend Finder too

If you are trying to accept the terms and conditions when you try to set up an iCloud account, you delete the iCloud account, not iTunes. You delete the iCloud account by going to Settings>iCloud, scrolling to the bottom and tapping Delete Account.
when I get to iTunes it says
This computer is no longer authorized for apps that are installed on the iPad “iPad”. Would you like to authorize this computer for items purchased from the iTunes Store?
I log in it says this computer is already auhorized 1 0f 4 then instant says not authorized again
If you're talking about iTunes on your computer, try deauthorizing it for your ID (Store>Deauthorize This Computer), then try authorizing it again (Store>Authorize This Computer).
