how do I reset my touch and password ID

Ihave forgotten my password and my touch id does not work. How do I reset.

iPhone 5s, iOS 7.0.4

You can login to iCloud.com, from your computer, locate the phone, then erase it, or follow the directions here to use recovery mode:
