You can't. The hardware of the iPhone 4 does not support AirDrop. There is no way around that. Period.

To share content with AirDrop, both users need one of the following devices using iOS 7:
- iPhone 5 or later

- iPod touch (5th generation)
To use AirDrop, you need one of those devices, running iOS 7. There is no other solution.
Your Boss is NOT using AirDrop with an iPhone 4. You are mistaken. You are probably confusing AirDrop with AirPlay.

But if you really want an iPhone 5s, you could use this as your justification
