I brought iPhone 4s through Etisalat in Dubai. My contract is finished and am moving to Canada. But some applications are not available in my iPhone like Face time, etc etc. Kindly let me know how to unblock my phone and how to enable these applications

If the iPhone was purchased new as carrier locked with this carrier, you need to contact the carrier and request the iPhone be unlocked. If the carrier does this, the carrier will contact Apple and when approved and ready, the carrier unlocking will be done with iTunes.
If FaceTime was blocked due to government restrictions, you will
never be able to install FaceTime on that iPhone. What is the model
number of your iPhone including all numbers and letters?
